by KGW Staff, 84.2010

National Night Out was a success in the Portland Metro area Tuesday, with events scattered across the neighborhoods.

One of the biggest local celebrations was in East Portland where the non-profit group, Human Solutions threw a grand opening party at a renovated apartment complex for low-cost housing.

"Sometimes people think that low-income housing is full of crime. But low-income people don't want to live in environments that have a lot of crime. They want a safe place to live like this is," said Jean DeMaster, with Human Solutions...

...As for the apartment renovation project, it took three years to complete and cost $4.3 million which came, in part, from federal stimulus funds.

In Rockwood, One Building Will House Eight Social Service Agencies
by Steve Beavon, The Oregonian, 7.9.2010

... in the next several weeks, if all goes as planned, the lot will be transformed into a construction site where crews will build a $17 million facility for eight social service providers. By the time it’s finished next summer, the building is expected to be a hub for residents in and around Gresham’s poverty-stricken Rockwood neighborhood.

The agencies will provide day care, employment assistance and Head Start classes, among other services. And nearly four dozen low-income apartments will be a part of the complex.

Human Solutions, a social service agency with offices in Portland and east Multnomah County, is coordinating the project.

The hope is that the facility will provide one-stop services for residents who would otherwise have to hopscotch from one agency to another in a traffic-choked neighborhood.

“In one building, everything will be much faster and more convenient,” said Serghei Zaharia, a former Human Solutions client who now works at the agency.

Rockwood has long been one of the poorest neighborhoods in the county, with about one in five people in the school district that serves the area living below the poverty level. Nine out of 10 students at the two elementary schools in the area receive federally subsidized meals...

by Nathalie Weinstein, Daily Journal of Commerce, 5.21.2010

...Human Solutions director of housing, Sarah Zahn said her group has been eyeing the property for a while because it has several three bedroom units, which can accommodate whole familes without splitting them up into seperate units. She also likes the location along 122nd Avenue, where planning is going on to make tha rea more livable through green spaces and additional access to public transportation.
"We look at this property as a long term hold," Zahn said. "We're performing renovations to improve the lifespan of the apartments such as new roofs, improved building envelopes and proper ventilation."

Zahn expects the renovations to begin this fall. Once completed, the housing will be available to people making less than 60 percent of the area median income. Ten units will house people making only 30 percent of area median income.
